Interagency Task Force on Military and Veterans Mental Health 2017 Annual Report

The Interagency Task Force on Military and Veterans Mental Health (ITF) coordinates federal activities to improve access to mental health and substance use services and support for Veterans, Service members, and their families. This report summarizes progress on the ITF recommendations being addressed by the Departments since the 2016 Annual Report (through Fall 2017); it is intended as a progress update on the current recommendations rather than a comprehensive review of all inter- and intra-agency accomplishments in the mental health arena.

This report provides an update on interdepartmental actions during 2015 and 2016 to fulfill the ITF recommendations, and outline continuing efforts to further improve mental health treatment and programs for Veterans, Service members, and their families.

DoD Instruction 6040.46: The Separation History and Physical Examination (SHPE) for the DoD Separation Health Assessment (SHA) Program

Interagency Task Force on Military and Veterans Mental Health

On August 31, 2012, President Obama signed Executive Order 13625 directing the Departments of Defense (DoD), Veterans Affairs (VA), and Health and Human Services (HHS), in coordination with other federal agencies, to take steps to ensure that Veterans, Service members and their Families receive the mental health and substance use services and support they need.

DoD Instruction 6010.23: DoD VA Resource Sharing

Assigns responsibilities and prescribes procedures for the development and operation of DoD and VA health care resource sharing agreements (when a determination is made that such arrangements will improve access to quality health care or increase cost-effectiveness of the health care provided by the Military Health System (MHS) and the Veterans Health Administration (VHA) to beneficiaries of both departments.

Sharing of Department of Veterans Affairs and Department of Defense health care resources

The Secretary of Veterans Affairs and the Secretary of Defense shall enter into agreements and contracts for the mutually beneficial coordination, use, or exchange of use of the health care resources of the Department of Veterans Affairs and the Department of Defense with the goal of improving the access to, and quality and cost effectiveness of, the health care provided by the Veterans Health Administration and the Military Health System to the beneficiaries of both Departments.
