The Defense Health Agency (DHA) developed this digital toolkit to help you communicate with beneficiaries about the launch of the DHA Appointing Portal (DAP). These products should be used locally to generate awareness among populations.

Background: DHA Appointing Portal (DAP)

The DHA Appointing Portal (DAP) is a simple web-based application designed to allow beneficiaries to self-book COVID-19 vaccine appointments at military medical treatment facilities (MTFs) and vaccination sites. MTF adoption of DAP will be optional and not required.

DAP is being piloted as an approved new, convenient, and easily modifiable solution to address issues including beneficiary volume, beneficiary flow, maximize both staff and technology resources, centralize and simplify scheduling, and improve beneficiary-facing communications.

Additionally, under Modification 10 of the DOD COVID-19 Vaccination Distribution Plan, MTFs were required to stop using Eventbrite and any similar commercial web platforms they were using to assist with mass COVID-19 vaccination scheduling.

DOD has also approved the use of CHCS, TRICARE Online (TOL), MHS GENESIS, and the MHS GENESIS Patient Portal for online COVID-19 vaccination appointment scheduling; however, these tools have not addressed all of the issues identified above.

DAP’s features:

  • DAP is a basic scheduling application designed to allow beneficiaries to self-book COVID-19 vaccine appointments.
  • The web platform is accessible from outside of the DOD infrastructure on any internet capable device, including computers, tablets, and smartphones.
  • Unlike using TRICARE Online (TOL) or MHS GENESIS, beneficiaries do not need an account or a Common Access Card in order to make an MTF appointment using the DAP system.
    • This makes it easy for active duty dependents and retirees to access DAP and book their appointments online.
  • DAP is solely for booking COVID-19 vaccine appointments and is not connected to any beneficiary medical records.
  • The system is easy for beneficiaries to access and navigate. The only information beneficiaries need to provide to book a COVID-19 vaccine appointment is:
    • First or second dose
    • Appointment date/time
    • First and last name
    • DOD ID number
    • Phone number
    • First dose manufacturer (if second dose)

DHA Appointing Portal (DAP) Toolkit materials will accomplish the following:

  • Increase beneficiary awareness of DAP as a new tool to help book COVID-19 vaccine appointments at their local military hospital or clinic.
