Since January 2003, pronounced fluctuations in the monthly numbers of pre- and post-deployment health assessment (PDHA) forms transmitted to the Armed Forces Health Surveillance Branch (AFHSB) generally have corresponded to times of departure and return of large numbers of service members who deployed. From January 2014 through December 2019, monthly counts of pre-deployment health assessments showed the greatest variation compared to the other deployment health assessment forms. Since June 2017, monthly counts of post deployment health reassessment (PDHRA) forms have been consistently lower than the monthly PDHA counts.

DHA IPM 19-004: Utilization of the Case Management (CM) Registry (Active and Screening) for Military Health System (MHS) Beneficiaries

Policy

This Defense Health Agency-Interim Procedures Memorandum (DHA-IPM), establishes the Defense Health Agency’s (DHA) procedures to: Outline responsibilities for MHS and Service Department CM personnel to utilize the CM Screening Registry; Identify requirements to utilize CM coding in alignment with current MHS CM coding guidance; and Require the use of standardized Adult and Pediatric Tri-Service Workflow (TSWF) forms for CM documentation (inclusive of telephonic, virtual, or face to face screening) located within AHLTA system and future Electronic Health Record MHS GENESIS

DHA IPM 18-012: The DoD Medical Ethics Program (DoDMEP) in the Military Health System (MHS) - Extended

Policy

This Defense Health Agency-Interim Procedures Memorandum (DHA-IPM), based on the authority of References (a) through (c), and in accordance with the guidance of References (d) through (k), establishes Defense Health Agency’s (DHA) procedures that: • Apply to Active Duty Service members, namely Active Component members and Reserve Component members on active duty for a period of more than 30 days, who, hereafter, are referred to collectively as Active Duty Service members (References (e) and (f)). • Establish a set of common guidelines, standards, and procedures governing the DoDMEP for military health care personnel in all locations. • Outline implementing procedures for DHA collaboration with the DoDMEP office, to be known as the DoD Medical Ethics Center (DMEC), which is to operate under the direction of the President of the Uniformed Services University of the Health Sciences (USUHS). • Implement guidance for the DoD mission, vision, guiding principles of the DoDMEP (DMEC) as set forth in Reference (g) and delineate areas of responsibility between the DHA and USUHS, including: o The provision of medical ethics education and training (E&T) to health care providers and other health care personnel; o Creation and maintenance of a DMEC portal; and o Medical ethics consultation services to MHS health care personnel across all settings. • This DHA-IPM is effective immediately and will expire effective 12 months from the date of issue.
